GENERAL INFORMATION ABOUT INTERNATIONAL FESTIVAL

COMPETITION OF THE ETHNIC CULTURE

«SPIRIT OF DESHT-I-KIPCHAK»

GENERAL:

1. The International festival-competition of the ethnic culture “Spirit of Desht-i-Kipchak” is an International festival in the field of choreographic and instrumental genres for collectives and solo performers of the Far-Abroad and Near-Abroad Countries and the Republic of Kazakhstan, hereinafter «festival».

2. The festival is held on the territory of the Republic of Kazakhstan, in Astana City

3. The founders and organizers of the Festival are follows:

1. Charitable Fund named after Tlep;

2. International public charity foundation named after S. Nurmagambetov, Hero of the Soviet Union "Halyk Kaharmany"

PURPOSE AND OBJECTIVES OF FESTIVAL:

The festival “Spirit of Desht-i-Kipchak” as a resonant creative project of the international scale pursues objective to unify the creative people of the Kipchak ethnic origin from different parts of the world, popularize and save the identity of the national culture, language and history.

The festival is intended to solve the following aims:

 actualize the ethnic music as one of the important forms of the modern communication;

 demonstrate the best dances and compositions of ethnic groups in order to save the identity of national culture in the era of globalization;

 emphasize the value and potential of a multicultural society, interaction and dialogue of cultures of different countries;

 stimulate the growth of the cultural development of the capital of the Republic of Kazakhstan, Astana by turning this festival into an international brand for the performing arts;

 strengthening of mutual understanding and friendly ties between the creative people of Kazakhstan and other countries;

 updating of repertoire of the collectives and performers with new compositions, stimulation of creativity of the amateur artists;

 creative sharing of experience between collectives, solo performers and leaders for further interaction and cooperation.

DATE AND FESTIVAL VENUE:

1. Festival schedule: 14-17 September, 2017

2. Festival venue: the Republic of Kazakhstan, Astana City, “Тilеp Коbyz Palace”.

TERMS IN FESTIVAL PARTICIPATION:

Festival Nomination:

1. Instrumental performance;

2. Choreography/ folk dance;

3. Vocal

Participants:

The young talented performers should have experience of performance on the concerts and announced themselves at the national, regional and international festivals.

Program requirements:
1.1 . Instrumental performance

- Solo performers are allowed for the completion;

- First round – the participants perform the music of Kazakhstani composers or Kazakh folk music;

- Second round – the participants perform the composition of country which they represent; participants representing the host country do not participate in the second round of the festival;

- Each festival performance will not exceed four (4) minutes;

- The musical instrumental accompaniment minus one (- 1) is allowed if there is no duplication of the instrumental melody line in phonogram;

1.2 . The key criteria of assessment in nomination “ Instrumental performance” are the level of the artistic performance, technics, knowledge of the stylistic features, artistry.

2.1 . Choreography/ folk dance

- Solo performers and duets are allowed for the festival;

- First round- the choreographic performance based on the Kazakh folk dances;

- Second round

- performance of the choreographic composition based on the folk material of the ethnic groups of its country; - Each choreographic composition will not exceed four (4) minutes;

2.2. The key criteria of assessment in nomination “Choreography/ folk dance” are the level of performance, originality of the choreography solutions, correspondence to the national character and colour, degree of disclosure of the artistic image and intended idea of the dance.

3.1. Vocal

- Solo performers are allowed for the completion;

- First round – the participants perform the compositions of Kazakhstani composers or Kazakh folk music;

- Second round – the participants perform the compositions of the country which they represent;
- Each festival performance will not exceed four (4) minutes;

- Accompaniment –phonogram minus one;

- The compositions of Kazakhstani composers or Kazakh folk music performed in the first round shall be recommended by the organizing committee. The organizing committee does not provide the orchestration and orchestral musical notes; - Recording the supporting voice (backing vocal) is acceptable if the backing vocal does not duplicate the main melodic line.

- Phonogram is provided only by the participant of the festival on such media as minidisk, CD audio, USB.

- The key criteria of assessment in nomination “Vocal” are the level of artistic performance which contains the ability to comprehend and release the imagery of song; performance level of the technical edge sounds; theatrical effectiveness and performance culture; theatrical image.

Rules of participation:

1. For participation in the festival, the participants shall send to the organizing committee of the festival no later than 30 July 2017 the following documents:

* Participation letter (Appendix №1);

* creative resume/biography of the participant/collective;

* photos of high quality;

* music compositions intended for performance during the festival.

* Copies of the passports of the participant and accompanying person (if necessary);

Note: Participation Letter with the above material shall be sent to E-mail of the organizing committee or by mail at the address: Republic of Kazakhstan, Astana city, Concert Hall “Tilep Kobyz Sarayi”, 18, Khans Kerey and Janybek St., office 507 ( Business Center “Samal”) .

2. The organizing committee reserves the right to suspend from participation the performer if the data in the questionnaire are not true.

3. The preliminary selection of the participants is performed by the organizing committee. According to the results of the extramural trial hearing, the organizing committee of the festival confirms the participation by the official letter not later than one (1) month prior to the festival.

FESTIVAL PROCEDURE:

1. The participant can come only with one accompanying person (producer, administrator, etc.).

2. The organizing committee will bear costs associated with accreditation of the participant and accompanying person, food, accommodation in Astana, intraurban transport.

3. The participant or sending country will bear transport costs to Astana and back.

4. During the festival, all participants and accompanying persons are accommodated in the same hotel by organizing committee and provided with a bus for transportation around the city.

5. The medical insurance is provided by the participant or sending country.

6. If necessary, the festival management will assist to obtain visas (provision of letters, invitations, etc.).

7. The host country has a right to put up to two (2) participants in each nomination.
8. The total number of participants (delegation of country) shall be no more than five (5) people including the head of delegation.

JURY

1. The jury is formed by the organizing committee from among the eminent persons of culture, popular performers, composers, poets, producers, journalists, political figures, representatives of the creative intellectuals having the international recognition and contributing for the popularization of the festival ideas and not being the managers or producers of the participants.

2. The number of the jury members in each nomination is no more than seven (7) people including the chairman of jury, responsible and technical secretary of the jury. The Chairman of the jury is approved by the organizing committee of the festival.

3. The jury evaluates the performance according to the 10-point system. The lowest point is “four” (4).

4. The criteria of assessment of performance is determined by the jury at the first organization meeting of the jury which is held prior to the festival.

5. The manner of jury voting is opened (electronic).The voting of the jury members carries out at the end of performance of each participant in each day of festival. The voting results are shown on the LED display on the scene and announced. The results of voting for two days of festival are summarized. According to the maximum number of points obtained for two days of festival, the jury will determine the winner of Grand Prix, Prize Winners and Award Winners in each nomination of the International Festival of the ethnic cultures “Desht-I-Kypchak” among the participants.

6. The Grand-Prix winner is the participant with the highest score after two days of the festival performances. 7. The jury has a right to share the award (except for Grand-Prix and 1st Award) in equal shares between two participants with the same number of points or with a slight difference of points (up to 2 points). If the jury cannot determine the participant meeting the required criteria for awarding (including Grand-Prix), the award is not awarded.

8. The jury meetings are closed, the decision of jury is final and not subject to revision.

9. The jury’s decision is documented in the protocols. Protocols of jury are made in Kazakh, Russian and English languages and constantly kept in the Festival Management Board. The jury in its work operates under the present General Information on Festival.

PRIZES AND AWARDS

1. According to the results of the festival performance, the following awards and prizes are awarded:

«Grand-Prix – the special award and certificate of Grand-Prix winner, money reward in amount of 3000 USD; «1th Award» – the special award and certificate of festival prize winner (Winner of the 1st Award), money reward in amount of 1500 USD;

«2nd Award» – the special award and certificate of festival prize winner (Winner of the 2nd Award), money reward in amount of 1000 USD;

«3rd Award» – the special award and certificate of festival prize winner (Winner of the 3rd Award), money reward in amount of 750 USD;

2. The participant who is not awarded the title of prize winner will be awarded by certificate with rating of Festival Award Winner.

3. According to the decision of the Festival Management Board and International Jury, the winners of Grand-Prix, First Award, Second Award and Third Award will take part in gala
concert of the Ceremonial Closing of Festival excluding payments of honoraria for performance.

4.Distribution of the special awards and prizes to the participants by organizations, associations, enterprises of different form of property, media, eminent figures shall be perform with the consent of the organizing committee and jury.

SPECIAL PROVISION

1. The festival participant shall guarantee the availability of rights to the use of the declared compositions. All relationships regarding author’s and allied rights with Authors Associations and other organizations involved for their security and related to this festival are under the participants’ own power.

2. Festival Management Board provides the participant at its option 5-10 compositions of the Kazakhstani composers and folk songs, for one of which he/she will produce orchestration, recording and information.

3. The participant (Prize winner, Award winner) authorizes the Management Board to use its image in the production of the advertising material and agrees to use his name in relation to the International Festival of Ethnic Cultures “Spirit of Desht-i-Kipchak”.

4. The participant (Prize winner, Award winner) entitles the Management Board to:

* use of the compositions (materials submitted for festival) and demonstrate them in informative, advertising and other purposes;

* reproduce all performances that have taken place within the festival through any media and by any means;

* produce audio and video products on the basis of the live performance at the festival with the aim of spreading for festival advertising and other purposes;

* The present authorities are valid all over the world.

FINAL PROVISION

1. Participation in festival implies the full and absolute acceptance of the rules of the present Document.

2. In case of non-compliance of the rules of the present Document, the Participant may be disqualified.

3. Disqualification in festival implies the following:

* violation of the rules of the present Document;

* harming the festival image;

* absence of the participant at the run-through;

* deviation from the scheduled performance such as it was at the run-through;

* copyright infringement, conflict with the jury, organizers and sponsors;

* pressure on jury, organizers, sponsors in order to receive preferences;

* obscene and vulgar behavior towards the members of the organizing committee, jury and the public;

* Decision on disqualification shall be made by the organizing committee of the festival.
